How hard is this record? Italy (4 titles) missed 2018 and 2022. Germany (4 titles) was banned in 1950. England (1966 champions) refused to enter the first three tournaments. Argentina (3 titles) missed 1938 and 1950. Uruguay (2 titles) refused to travel to Europe in 1934. Brazil never refused. Never got banned. Never failed in qualifying.
